'China's Khrushchev' is a reference to Liu Shaoqi, who in 1966 along with Deng Xiaoping had become the target of a mass campaign as the 'biggest capitalist-roader within the party'. Early Cultural Revolution posters often omitted artists' names in favour of group labels; note the particularly colourful choice here.
